Exceptions to standard procurement procedures are permitted only under clearly defined circumstances to ensure operational continuity while maintaining accountability.
- Emergency purchases may be made when necessary to prevent operational disruption or harm to Iguality programs. These purchases must be approved by the Director and fully documented, including the reason for urgency and the steps taken to comply with policy as closely as possible.
- Very low-value purchases, generally under €500, may follow simplified procedures when formal comparison of suppliers is impractical, provided the purchase remains reasonable and aligned with budget allocations.
- Donor-imposed deadlines may require expedited procurement if standard procedures cannot be completed in time. In these cases, justification for the expedited process must be documented, including the donor requirement and the actions taken to ensure transparency.
All exceptions are recorded and reviewed during the Board’s annual procurement review to ensure accountability and identify any improvements to procurement processes.
